Signal Building is newly constructed community of 75 studio, 1- and 2- bedroom units at 154 West Second Street in South Boston's West End. Along with spectacular views, legendary restaurants, and the beautiful Harborwalk, this area is also slated for additional green space. Formerly a commercial section, the “West Side” of South Boston has become a destination spot for residential development, restaurants, working artists and more. 9 of the units are designated as income-restricted, with 4 units reserved for Boston-Certified Artists. All units will be rented to households making at or below 80% AMI (Area Median Income).

NEIGHBORHOOD

Signal Building is located adjacent to Fort Point Channel, the Seaport District boasts a new hotel, the Convention Center and the Institute for Contemporary Art. Just a short jaunt to the South End, Seaport District or Downtown neighborhoods, it is seconds from I-93, I-90, and the MBTA bus and subway services. It is also located about 1 mile away from the MBTA Red line stop at Andrew Square, 0.4 miles from the Broadway stop, and 0.1 miles from the Bus #9 stop. Signal Building is 0.7 miles from Foodies Grocery Store and 0.9 miles from Whole Foods at Ink Block. There are many shopping and dining destinations located along East Broadway and West Broadway and 0.7 miles from Boston's Seaport District.

Please note, this is not a lottery. Applications for Signal Building are processed on a first come, first served basis, as apartments become available.

If there is no current availability, applications are added to the waiting list and initially reviewed upon receipt to ensure completion and proper documentation only. Applications will then be reviewed for eligibility when they are reached on the waiting list.

Minimum income limits apply unless the household receives mobile housing assistance (including, but not limited to: VASH, Section 8 and MRVP).

  • Program: Boston and Planning Development Agency (BPDA)
  • Artist Restriction: Four, 1-Bedroom Units are restricted to applicants who are City of Boston Certified Artists. To learn more about obtaining artist certification, please click here.
  • Number of Income-Restricted Apartments: 9 (Three Studio Units, One, 1-Bedroom Unit, & One, 2-Bedroom Unit. Four 1-Bedroom Units are reserved for Boston-Certified Artists Only)
  • Apartment Sizes: Studio, 1-Bedroom, & 2-Bedroom
  • Income-Restricted, ADA-Accessible Apartments: 2 (One Studio Unit built out for Households with Mobility Impairments & One, 1-Bedroom unit built out for Households that are Deaf/Hard of Hearing)
  • Maximum Income Limit: 80% AMI (Area Median Income)
  • Asset Limit: $100,000

Asset Limit does not include retirement but does include the assessed value of real estate owned by applicants.

INCOME & ELIGIBILITY QUESTIONS / FAQ

How is my income calculated?
The household income is calculated based on the gross income of the household. Commissions, bonuses and other regular payments are included and considered part of the gross annual income.

I didn’t file taxes last year. What do I need to provide?
Individuals or households who did not file taxes must provide a verification of non-filing from the IRS in lieu of a tax return. To obtain the verification of non-filing, applicants should fill out a 4506-T form and file it by mail or hand-deliver it to an IRS office. The IRS will mail back a letter of verification which must be provided with the income materials given to the marketing agent. See the IRS website to download a 4506-T form.

I received a pay raise between the time I picked up an application and the time I was income certified and now I am over the income limit. What do I do?
Income is calculated at the time the applicant submits an application to the lottery agent, not during the application process or at the time of the lottery. Eligibility must be maintained from the time of the application pick up until after income certification verification. Unfortunately, if an applicant’s income is over the income limit, the applicant will not be eligible for the particular unit for which they applied.

I have children in school/college, how does this affect my application?
Income from children in school/college under the age of 18 is not considered towards the income of the household.

Are student loans considered income?
Student loans are not considered income and may not be used to income qualify.

I am separated from my spouse, does this affect my application?
Legally married couples shall both be considered part of the household, even if separated. Applicants with additional questions regarding this policy must speak with the marketing agent/seller.

I would like to appeal a decision regarding income eligibility. How do I appeal? Applicants who are rejected will receive a rejection letter in writing and will be given 7 days for the opportunity to appeal the decision.

PROPERTY & COMMUNITY QUESTIONS / FAQ

Property Questions:

What are the move-in fees? First month’s rent & security deposit equal to one month’s rent.

What utilities are included in the rent? Water/Sewer. Tenants are responsible for all other utilities including gas (heating/cooling, cooking & hot water), electricity (laundry), & cable/internet (optional).

Is the stove electric or gas? Gas.

Is the washer/dryer included? Yes. In-unit (Electric).

Is parking available? There are 106 garage parking spaces, including 2 accessible spaces, available to rent on a first-come, first-served basis for an additional $150/month for a half-tandem space, $200/month for a single space, & $300/month for a full tandem. There is also residential parking on the street available to people with a Resident Parking Permit from the City as well as metered spaces on the street(s) surrounding the property.

Is storage available? Additional storage is not included nor available to rent/purchase.

What is the pet policy? Pets are allowed on a case-by-case scenario, with references and documentation required. Aggressive breeds are prohibited.
